Public Sector Reforms

Public sector initiatives are primarily Medicaid/SCHIP reforms, which provide the greatest opportunity to increase access.

 

Goals:

  1. Increase coverage for low-income children and adults
  2. Reduce costs to states
  3. Reduce costs to low-income individuals
  4. Maximize federal financial participation

 

Examples:

  • Expanded eligibility and target population expansions (Arizona, California, Idaho, Illinois, Michigan, Minnesota, New Jersey, Oregon, Rhode Island)
  • Expansion of coverage through reduced benefit products (Arkansas, Utah, West Virginia)
  • Premium subsidies to purchase private individual or employer-sponsored insurance (Montana, Oklahoma)
  • Public program buy-in for higher income (Illinois)
  • Universal coverage for kids (Illinois, Pennsylvania, Wisconsin)
