Framework of Reform

Many states are beginning to discuss and pass legislation to increase access and health insurance coverage for their citizens. These state health reform initiatives are largely incremental with a few exceptions and most enjoy a measure of bi-partisan support.  The initiatives generally fall into three areas (1) public program initiatives; (2) employer-based initiatives; and (3) insurance market reform, but comprehensive reform can include components from all three areas.
